Hade

rePlan is working with the Government of Kosovo and World Bank to plan for displacement resulting from the first phase of lignite mine development in Kosovo’s New Mining Field.  The Hade resettlement process represents a milestone in the implementation of both international best practice and newly-adopted Kosovo regulations, namely the Resettlement Policy Framework for the New Mining Field, which rePlan helped to finalize. The process also seeks to improve on previous forced evacuations and over seven years of resettlement planning in the area.

rePlan worked with the Ministry of Environment and Spatial Planning and Kosovo Energy Corporation in the preparation and implementation of a comprehensive stakeholder engagement program, baseline surveys and a formal negotiation agenda. Extended engagement with the affected community resulted in the amicable negotiation of community-level plans and individual household agreements, documented and adopted by government in a Resettlement Action Plan.

Importantly, rePlan’s collaboration with our Kosovo counterparts has built capacity for future resettlement processes in the New Mining Field and beyond.
