PNG Involuntary Resettlement Policy

rePlan worked with the Department of Mineral Policy and Geohazard Management (DMPGHM) and the Mineral Resource Authority on a national Involuntary Resettlement Policy that will be aligned with forthcoming changes to the Mining Act. The Involuntary Resettlement Policy, in addition to a Mine Sustainability Policy and Mine Closure Policy, is funded as part of the World Bank Mining Sector Technical Assistance Program.

rePlan engaged with the extractive sector to best understand the benefits and shortcomings of consultation, compensation and benefit agreements surrounding mining and oil and gas development. Together with ongoing capacity building efforts with the Government of PNG, rePlan worked on solutions to large issues of land ownership, project beneficiaries, and social impacts that create a high degree of risk for resource projects. 

rePlan took part in a series of local and regional consultations with industry, landowners, communities, NGOs and state and local government in Papua New Guinea on changes to the country’s mining legislation at various project sites and in various regions of the country.  National consultations took place in central locations in four regions of the country – Mt Hagan, Lae, Kokopo and Port Moresby.  Training materials were prepared on international practices and standards in resettlement.

As a follow-up to our initial work with DMPGHM, Adam Smith International and rePlan will be initiating another mining sector reform project with the Autonomous Region of Bougainville.
