Architect, Construction Manager

Thomas Carnegie is a specialist in resettlement planning, design and implementation for populations affected by disaster or international displacement. His studies, training and over 30 years experience in building and architecture have equipped him to manage highly demanding projects in complex local contexts. He brings a balance of informed project managerial oversight, strong production/logistical skills, site-based technical expertise, culturally appropriate design skills and a strong understanding of local cultures.

His experience in managing resettlement projects began with the 2004 tsunami in Indonesia where, in eight months as Shelter Manager, he managed the community engagement, planning, construction and resettlement for 75 families of the village of Latiung, Simeulue Island In mainland Aceh. Concurrently, he developed community engagement strategies and site planning for three other affected villages. As Project Architect/Construction Manager In Tanzania and Ghana for rePlan, Thomas managed the planning, architecture and construction of numerous resource-based resettlement projects – all designed and built to International Financial Corporation standards.

As Head of Shelter Program for the Canadian Red Cross in Haiti, he was responsible for managing the design, development and implementation the shelter program for 7500 earthquake affected families in Jacmel and Lèogane. In 15 months, over 2700 families had been resettled in high quality core houses, on secure, titled, return-to-home plots, three warehouses were full of shelter kits ready to build and over 80 construction crews had been trained to produce over 100 shelters per week. This was the largest and most successful resettlement relief effort ever mounted by the Canadian Red Cross.
